The cache hunter note is a handwritten note from a survivor intending to flee the Seattle quarantine zone. The note indicates that the Westlake Bank may still have supplies, particularly weapons that can be bartered for passage out of the QZ.
Location[]
The note can be found in a destroyed building on 6th Avenue, between Cherry Street and Colombia Street. Look for a small overhang created by the remains of an upper floor. Under the overhang will be a skeleton with a satchel. Search the satchel for the artifact.

I heard another rumor that the Westlake Bank has never been searched. If that's true, then it would be filled with more pre-outbreak supplies.
I say we go for it. If there are enough weapons in there, I know some guys that we can trade with for safe passage out of this hell hole.
