Description

The emergency protocols memo is a handwritten note from a FEDRA officer giving instructions to investigate a potential Washington Liberation Front hideout, and execute any WLF members they find.

Location

This artifact can be found in a guard tower in front of the synagogue. Enter the gate beside the "Fuel Distribution" sign and turn right. Climb the ladder to reach the guard tower, and search the drawer to find the note.
