Paul Douglas was an officer of the Federal Disaster Response Agency. During the fall of the Seattle quarantine zone, the zone commander Lieutenant Carmelo Torres penned a letter to Douglas admitting that the zone was lost to the Washington Liberation Front and that he had ordered the evacuation of the remaining government forces.[1] Unfortunately, Torres stayed to ensure the last evacuees escaped and was caught up in the final WLF offensive, unable to ever deliver his message.[2]
