Steve is a minor character in The Last of Us Part I. He is one of the technicians of Jackson's hydroelectric dam. He worked alongside Earl, Houser, and several other men.[1]

At some point after the Cordyceps brain infection outbreak, Steve joined Maria's community at Jackson and worked for her on the hydroelectric dam. He was later promoted, being in charge of at least one group of workers. Steve started a family and became a member of the community at Jackson, Wyoming being run by Maria Miller. He is among those who tend to the operation of the nearby hydroelectric dam.[1]
Events of The Last of Us Part I[]
In the Fall of 2033, Steve was in the main plant room. He and his group had finally managed to get the generator working and radioed in to inform Maria of their success. Maria sent Tommy Miller with his brother Joel to confirm their success. Upon entering the room, Tommy jokingly bet Steve and his partner two million dollars that the generator would not work. Steve agreed to the bet. A few minutes later, the generator started and turned the turbine successfully. Joel noted to Tommy that he was now two million dollars in debt to Steve and his men.[1]
