You know what I don't get? Why there isn't a fire axe as a melee weapon. I can understand why the hatchet is rare (it seems the sort of weapon that is extremely unlikely to be just left lying around). However, traipsing through all of those public buildings in Boston, Lincoln and Pitsburgh, you would have expected Joel to find at least one fire axe! You'd expect them to be common and so often left behind when buildings are abandoned and subsequently become difficult to enter and loot that a lot would be still left in place.
I imagine that, if included, their stats would be basically identical to the hatchet but with reduced decay rate as they are designed for heavy use in tough environments.

- Good points (no pun intended). Actually, that's one of the first tools that I would grab; a Pulaski tool would be even better. They probably didn't include a fire axe because it would've been kind of hard to tell apart from an upgraded pipe (kind of a crude axe), especially from a distance.
