Waters was a character who appeared in The Last of Us.[2] He was a soldier of the military in the Boston area, and was the officer in charge of a patrol which included Private Atwater, Private Shah, Private Coolidge, and several other soldiers.[1]

Not much is known about Waters' background or early life except that he was a soldier in the military
In July 2033, he was the officer in charge of a patrol with several soldiers, including Privates Atwater, Shah, and Coolidge on the outskirts of the Boston area. Private Atwater saw and/or heard a Stalker near a collapsed office building. The patrol went to investigate and were soon attacked by multiple Infected. Atwater, Shah and Coolidge were killed, leaving him to retreat into the Goldstone Building.[1]
While awaiting evac, Waters and the remainder of his squad were killed, though at least two soldiers turned into Runners. Judging from the shell casings found by his corpse, Waters was mauled to death by infected while trying to defend himself.[2]
Events of The Last of Us
Joel Miller finds Waters' corpse in the Goldstone Building, along with his log of the events. Upon collecting the log, Joel remarks to Ellie and Tess, "looks like these guys died waiting for backup".[2]
